Change license from GPL to LGPL to be consistent with the rest of PLplot.
Jonathan Woithe <jwoithe@...>, the original author of
this software, has kindly agreed to this change. To quote his off-list
e-mail to me:
"Sure, I have no problem with relicensing this under the LGPL in the
interests of consistency with the rest of the plplot library."
