Right now, you see what you have permissions to see. Which means that you  
(as a Doc Reviewer) see stuff that is not published yet. Normal members  
can't see these.

Yup, that's wrong. Also, we should not duplicate information that is in  
the Definitive Guide (in CVS), apart from very FAQs.

Haven't looked at the document in question, but if it describes something  
that is in the baseline documentation (how to do customization), I would  
not keep it in there at all.
