This means that the Zope "import magic" is not activated.

You may give "dm.zopepatches.ztest" (on "PyPI") a try.

I expect that it activates the Zope "import magic" at least
when you tell it to read the Zope configuration file -- but
I am not sure (as I tried it up to now only for eggified products).
