Kevin is pretty much spot on, there are some issues with gcc 4.3 and in particular geos around the use of const and the geos 2 compatibility typedefs.

If you really need the GEOS dependant libs you can either try Paul's patch that removes the use of geos, or update the drivers to use the GEOS 3 types.

It sounds like you are doing it correctly (latest tarball from
sourceforge, 2.1.2, ./configure && make && make install).

Looking at vec2map.cc on line 297 shows a call to a GEOS function.
There has been a lot of discussion over the use of GEOS lately as it
seems to be a bit of work to use it and not much work to avoid. Unless
you are using vector mapping, I would recommend you try:

./configure --disable-vec2map --disable-postgis

If that doesn't work try searching the mailing list archives for GEOS
