We have code that will put the right emblem on the icon, so using a custom blocked png isn't the best way to do this. We don't show blocked users in the buddy list because if you block a user, you typically don't want to see them around anymore. That's what the privacy dialog is for. However, we do need a new UI and a new API for that, but I don't think we should show them in the buddy list.
