#111 Butons for gaim encryption in the wrong place

On gaim-encryption version 3.0beta4, the butons for the
encryption status are displayed in the wrong position:
not on the button bar, together with the other buttons
(like the for formatting text, and so on), as it was
normal to do, but on the menu bar (near the File, Edit,
etc.).

This is not consistent with the rest of the interface,
and it just looks odd.

    The "Button Bar" that was used for command buttons in Gaim
    1.x has gone away, the "Button bar" that remains is for
    formatting the outgoing message, not for (say) displaying
    status of a previous incoming message.

    The "Rx Encryption" icon is now displayed in the "status
    area" where the typing notification (from your buddy) is
    also displayed. This is the only area that logically makes
    sense to display a status, and (I think) makes more sense
    than the previous "Command button bar" location.

    For the "Turn Encryption On/Off" button/menu: the most
    logical place for a command like that is in a menu, and that
    is now where it is. The one non-standard thing about the
    setup is that the Menu that the "Turn Encryption On/Off"
    menu item is placed in has an icon rather than text, to
    indicate the current state of the menu item. While it would
    be more HIG-compliant not to have an icon there, I don't
    like the idea of having to open the menu to see (via a check
    box) whether encryption is currently enabled.

    I'll leave this "bug" as active for a bit, in case other
    users want to voice a "me-too" on it. However, most of the
    feedback that I've gotten on the new interface, via the
    forums, has been positive rather than negative, so I don't
    anticipate any changes.
