I've noticed that offline messages are not handled
correctly. The IM window pops up, but no message is
displayed.

I'm using Gaim-Encryption 1.20 (compiled with 0.64) and
I already had the public key of the person sending to
me.

    This actually probably gets worse for v2.0 on Gaim 0.65,
    since the new protocol requires two-way communication to set
    up the nonces (to avoid message duplication by a
    man-in-the-middle). The solutions I can think of are
    1) make it so that messages sent to offline buddies cannot
    be encrypted (and try to make sure the plugin doesn't let
    you think that they will be.
    2) use a non-nonced protocol for those messages, if you
    already have the other guy's key.

    I'll look at how hard each would be to implement, and try to
    get something into a future release.
