From tracking this down it appears it's a hosting problem with not having the libraries that contain mime_content_type available. I yet to be able to resolve this for myself, but it is not a filecabinet bug.

There was supposed to be a mime_content_type replacement function included with phpWebSite. It wasn't. I have updated the Pear library.
If you want to fix your problem, get this file:
    http://blackfoot.appstate.edu/viewsvn/\*checkout*/trunk/pear.tgz?root=1.x

Untar it in your phpwebsite installation directory.

Thanks, but I now get this error on startup:

Warning: Wrong parameter count for preg_replace() in ../lib/pear/Compat/Function/str_ireplace.php on line 73

I see it. The pear lib was in alpha. I will return to a previous version.
