#56 Refresh method for blocks

What I find myself doing a lot to see changes in blocks
that I have made is going to the modify screen, not
modifying anything, and saving to get a "refreshed"
version of the block.

Besides being nonobvious, this technique does more than
it should. For one thing, records from the lut tables
are deleted then re-inserted, when it's not necessary.

How about a "refresh" option on the blockAdmin page?
It would just clear the block's cache and reparse the
block.

(This seems like a really easy patch. I'll probably
end up doing it myself so stay tuned.)

    Yes please.

    Previously I had thought that we could just make the "view"
    choice in blockAdmin perform the refresh.

    OK, here's a patch. Now when you click "view," the block
    will always parse and cache.

    As predicted, it's two lines long. :) Thanks to the team
    for forward-thinking development!
