I have been using 2.8.1 WITH NO PROBLEMS!!!
I downloaded 2.9.1.1 and imediately get a;
The mbstring PHP extension was not found and you seem to be using a multibyte charset. Without the mbstring extension phpMyAdmin is unable to split strings correctly and it may result in unexpected results.

Since I am running on a GoDaddy virtual host I do NOT have access to download and install mbstring.dll nor anything else!

Why is this comming up now, and how do I get around the problem, which is not a problem with 2.8.1?

    It is just warning, that something might get wrong. If you don't see any problems, just be happy and ignore that warning :-).

    Multibyte charsets using in Japanese, Chinese, Korean and this kind of languages. If you are not using this languages you will not have any problem at all.

    UTF-8 is also multibyte and if you are using non-ascii chars in it, you might have problems without mbstring while working on string parts (eg trimming result text).

    Is there some way to disable, remove, turn off the warning message?
    Is there a configuration change that will remove the warning message?

    There is no configuration for this. You can remove the message in main.php.
