Am I supposed to be setting this in the GEDCOM
configuration privacy file ... or in the user
account ... or both?

    You can set the relationship privacy in either the GEDCOM
    privacy settings or in the user account settings.

    Setting it in the GEDCOM privacy setting will do the same
    thing it did in previous versions... all users with a GEDCOM
    ID will be limited to viewing people within the specified
    path length.

    Setting this in the user account allows you to turn on
    relationship privacy for some users but not all users. It
    works the same as the general relationship privacy setting
    but can be turned on and off for each user. You can also
    use this setting to override the setting in the general
    privacy settings... so if you wanted a user to have a larger
    or smaller relationship path length you could set it for
    that user.
