With the following your php-mode fails to indent
correctly:

if ($test)
sleep(1);
else
sleep(2);
more statements;
more other statements;

It will instead indent it like:

if ($test)
sleep(1);
else
sleep(2);
other statements;
more other statements;

    It looks like the formatting got lost but I get what you're
    talking about. The problem is that php-mode inherits the
    formatting logic from cc-mode. As such, it's limited to
    the options provided by cc-mode. To set these options,
    check out the cc-mode Customization buffer.
