I think Phex should more readily become an Ultrapeer.

The best way I can currently think of would be to turn on Ultrapeer mode as soon as Phex fulfills the requirements and doesn't have any Ultrapeer connections *to other Phex'*.

Reason: When I turn on forced Ultrapeer mode, I quickly get many Phex leafs, but I rarely see a Phex Ultrapeer when I'm in leaf mode.

So there seems to be a shortage of Phex Ultrapeers to connect to when compared to the number of Phex leafs, and that damages the impression of Phex people get when they look at the network pane - each leaf should have at least one connected Phex Ultrapeer (not at all times, but the mean number of connections to Phex' UPs should be at least 1 for the leafs).
