This replacement totally kill any text in utf8 with russian letter Р (U+0420). Please, fix it twice in your code.
Thansk for your bug report. Have a look at the new Phenotype 2.10. Before that version Phenotype was internally ISO-8859-1 only. The constant PT_CHARSET was just a preparation for switchting the internal encoding. Now it should be (almost) everywhere, so you can actually use that constant. Neverthelesse the current release is still ISO-8859-1, since some features (like HTML filtering and package import/export) still have to be adjusted.
I have moved this entry to Feature Request, since the html filtering has to be changed for the upcoming UTF-8 release.
