MSVCRT.dll is part of the Microsoft Visual C Run-time library https://en.wikipedia.org/wiki/Microsoft_Windows_library_files#Msvcrt.dll_and_Msvcpp.dll so my guess is that this file could be corrupted or an incompatible version.

I'm not an expert when it comes to Microsoft dlls so I can only tell you what I would do if I was trying to fix this. 

I would take the following steps  to see if any of them fixed the problem:

1) Look in Event Viewer to see if there is any more information - look for disk errors or memory errors
2) Uninstall & reinstall Perl
3) Boot into Safe mode and run a full antivirus scan
4) Run sfc /scanow (https://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/system_file_checker.mspx?mfr=true)
5) Uninstall any Microsoft Visual C++ redistributables then run Windows update to get the latest versions

Someone else may know more about the specific error.  Hope this is helpful and you get it sorted.
