The paintbucket tool creates random sized rectangular boxes with each successive use when the user selects the paintbucket tool, selects the bitmap layer, and begins selecting various areas on the canvas to dump the color.

1. Run Pencil v0.5.
2. Select the bitmap layer.
3. Select the paintbucket tool and click various areas of the canvas to dump the color.
4. Observe the screen.

Result: Random blocks of color appear around the canvas.

Expected Result: One of two things should happen but that is up to anyone to decide: Either let the color fill the entire canvas as there is no other opposing objects (and if there are let those drawings retain their colors) or deny the user the fill capacity until an enclosed object is designated.

Additional Notes:
-This does not occur on the Vector layer.
-This has been a long standing problem (with further testing on v0.4.4b it was found there as well).

This is a consistent issue with the current build from the rollback and restructuring of v0.5.
