HTML documents are supposed to be structured rather
than visiually formatted. Pressing enter, or return
should start a new paragraph, not a break. It should
also space the text accordingly. A break could be
alt+return or conttrol+return, and a toolbar item.

Hmm interesting point. That is indeed a "Word Processor" way
to look at things. However it is debatable if everyone wants
that behaviour. I think it should be configurable via
Preferences.
