#31 add support for FFTW3 to PDL

The current PDL::FFTW binding uses the FFTW version 2 API.
The current FFTW API is FFTW3. It would be nice to have a
PDL::FFTW3 module so that FFTW would be built by default
on most current systems (since if FFTW is installed, it is usually
the current release 3 and not the version 2).

This was entered as a bug but it is really a feature request.
I'm moving it to this tracker as part of preparation for the
upcoming PDL-2.4.7 release. See the log from sf.net bug
#1059020, "Problem with FFTW version 3.0.1" for the
previous discussion.

    Increasing the priority since it appears that FFTW2 is starting
    to be omitting from standard linux package repositories.
    As a result, linux users will now have to build from source
    if they wish to use the PDL module.

    The current FFTW module should probably be called
    PDL::FFTW2 since that is the API it specifically supports.
    Need to determine what level of compatibility is needed
    between the current version and one based on FFTW3.

    Also note that there is some library detection stuff in the
    Makefile.PL which should probably be replaced by
    Alien::FFTW2 and Alien::FFTW3 or even Alien::FFTW
    which could sort out both possibilities....

    Lowering the priority a bit since there has been no
    real activity or demand for the updated support.
