#585 Removeable medium dialog popups on the wrong desktop

When I plugin an usb-stick, the "Removeable medium is inserted" dialog opens.

The dialog is always below all other windows, and sometimes even on another workspace.

    I could not get the dialog to be below all other windows but it sometimes is below some window.
