For CODE-392; I'm proposing a new tag to allow us to bypass the MINVALUE of 1 when it's not desirable.
This would be appropriate for Eclipse based items that have Skills Bought, and having a Min of 1 takes away that purpose.
This Tag would be valid ONLY in the Class File
MINSKILLPTS:x would override the default value for the class it appears in.
In the absence of MINSKILLPTS the value is the default of '1'.
MINSKILLPTS:0 would allow the min value for each level to be 0 (Even with negatives from INT MOD)
For homebrews that want to have the value actually reflect the real number, I'd propose a WILD CARD 'ANY' or any other appropriate symbol '*' star or asterisks seems to denote any. This would mean a CLASS with STARTSKILLPTS:2 and an Intelligence of 4 would have a Net Gain of negative 1 (-1) for the Class.
x = Number
x = Wildcard '*' denotes true value
No conversions necessary the default values remain unchanged and only affect classes with the tag present.
