Summary: make PrerequisiteOperator instances singletons

Initial Comment:
On my system with just the SRD, I get around 11000 
created PrerequisiteOperators (just in loading). There 
were around 2000 created before I had loaded any 
sources. This seems a little ridiculous, seeing as there 
are only 6 possible comparisons allowed (GTEQ, GT, 
EQ, NEQ, LT, LTEQ). We should make the 6 operators 
static and refer to them instead of creating a new one for 
each Prerequisite object.
