The trick is instead of posting the data to the clipboard, passwordsafe would post the promise to post the data to the clipboard. This is usally done when posting large quantities of data (like when you copy files in explorer, big spreadsheets, etc). If you post a format with a NULL vlau,e you get a WM_RENDERFORMAT call when it is time for you to actually render the format, i.e. at paste time. Look up 'Clipboard Delayed Rendering' in MSDN for info. This only solves half the problem: it lets the app know when the data is about to be pasted, not when it is actually pasted.
