#1026 Password policy not displayed correctly

With v3.28.1, named password policies are not always displayed correctly, when generating a password with Ctrl-P or when changing the policy for a database entry. Specifically, if I have default policy that includes the default symbol set, and a separate named policy that includes a special symbol set,
1. When I change between them in the Ctrl-P Generate Password dialog, the special set field remains blank when I select my named policy (instead of displaying the special set)
2. When I change policies while editing a specific database entry, the radio button does not change (between default and special set)

This is using Windows XP, SP2, and newly created test database with a single entry. (It also happens with a real existing database with multiple entries.)
