QuickPar correctly verifies files, but if it has to repair an
archive with a PAR 1.0 set, the newly created files will
not even pass its own verification. I used FSRaid to
confirm this.

(say QuickPar needs to repair 4 files, creates the files,
then says that they're still incorrect, then I load up
FSRaid and it says that those 4 are, in fact, in need of
repair. FSRaid will then repair the files then I can run
QuickPar and it says that they're all correct.)

Does this problem occur with one specific set of files you
have, or with all files you have tried to repair with QuickPar.

In order to determine what is going wrong I will need to
obtain copies of a set of files that suffers from the failed
    repair problem you are having.

I suggest you email me privately to discuss the details of the
files you have and how I can get hold of copies of them.
