Initial Comment:
The following error is captured during server_prep:

package lam-6.5.1-1 (which is newer than
lam-6.5.6-usysv.1oscar) is already installed

I think this is that epoch issue that was found before.

The problem is that LAM is already installed by default by
RH.  How do we fix this?  IIRC, for <1.3, we did it one of
the following two ways:

- there was some custom code (in server_prep?) <1.3 that
would remove the old version
- we just installed the LAM RPM's with "-Uvh" instead of
"-ivh"...?

I don't remember which it was... doing the first is
obviously not really in the spirit of 1.3, unless there's an
API call that is invoked before the RPM's are installed
(can't remember offhand), and I'm guessing that there's a
good reason we don't use "-Uvh" for the RPM installs...?
