I appreciate all the responses and helpful suggestions.  Ultimately, it turned out to be a problem with selinux and, as such, several of the workarounds (recompiling/reinstalling) would have worked.  But since I needed to learn more about selinux anyway, I first changed the selinux configuration policy from 'enforced' to 'permissive' so I could study the warnings in more detail.

Thanks again for all your suggestions and comments - OpenVPN is a great product and having a competent and responsive support community makes my life a whole lot easier.

I install the rpmforge repository
(http://dag.wieers.com/rpm/FAQ.php#B)  and just do a yum install
openvpn.
