The sshwindows download page (http://sourceforge.net/projects/sshwindows/files/latest/download?source=files) by default lists the NSIS installer build file, not the actual Windows installer. Users who just want to install SSH for Windows are going to be confused what to do with this strange .NSI file.
The opensshwindows download page, by contrast, correctly provides a download link to the SSH for Windows MSI Windows installer. However, when someone Googles "ssh for windows", the old sshwindows page and download links are what show up.
Perhaps the old site can be updated or merged with the new site.
