According to a suggestion of a user, a change in restart option in opensipsctl script has been added, which allows to restart OpenSIPS after a failed start.
The script still keeps the current behaviour of emit an error message when trying to stop OpenSIPS, when it has been already stopped; the message error emitted however is changed, to display portable options for ps. (ps axw is not supported by standard ps in Solaris)
