I'm "debianizing" OpenRPT.
Under the Debian Free Software Guidelines, documentation needs to be provided under a "free" license. You know the drill: there are several to choose among, so you pick your favorite. Note that the documentation licenses are different than the software licenses.
The project will need a "manpage," and it's generally considered best practices to include the user manual and any other documentation along with the package itself.
I wish I were up-to-date on all the ins-and-outs of the rules, but I'm not. I post this here so that it gets on the checklist of things to think about.
