format), its possible to send a SMS, to a phone for example, using Obex=20

OBEX (Object Exchange) Protocol is about transfering data not initiating
E.g. on Siemens phones it is possible to download and even upload SMS
from/to the device. That won't trigger any "sending" though.
That way I assume you can manage your SMS folders by means of OBEX. If yo=
manage to push a SMS onto someone else phone using OBEX they can read it
but there won't be an arrival notification.
Sending SMS through GSM (CSD) or GPRS is not featured IMHO.
