#46 path comparison for workflow domain can fail

Create two collections under Documents

-Things
-Things2

These are siblings, they do not overlap.

Create a workflow with domain of Things, publish it.
Create another workflow with domain of Things2.

This fails. The string comparison based query thinks
that they are overlapping, when they're not.

sibling collections having the same initial set of characters.
