#144 Forgotten #ifdef/#endif directives

In some files #ifdef/#endif directives are forgotten. As result, when you turns off fome features using configure, you receive a lot of compiling errors.

psnmp.h, psnmp.cxx, snmpclnt.cxx should be placed inside #ifdef P_SNMP (error, when --disable-snmp).

httpform.h, httpform.cxx, httpsvc.h, httpsvc.cxx should be places inside #ifdef P_HTTPSVC (error, when --disable-httpsvc).

Platform: Win32, MS VC++ 2005.
