There appears to be a small consensus on the -dev list to alter the filter so that logging is on by default. Right now it defaults off, with both a command line flag and a config file setting available to turn it on.
2.8.0 changes the sample config file to default "Syslog" to "true", but the default in the code is still false.
(1) Flip the meaning of "-l", and set the default config file setting to "true". People don't like this due to the issue of backward compatibility.
(2) Create a different flag that forces logging off. This would leave us with two command line flags that have exactly opposite meanings.
We should re-discuss this for a future release.
