I dont know a whole lot about OpenBTS, but on the GSM side, a phone will naturally try to conncect to your BTS if you are using the GSM test code for MNC and MCC. However they wont usually change if they are happy with the current provider connection (i.e good signal and power).
One alternative is to operate your BTS in a screen room or other type of shielded enclosure.
Somebody on this forum should be able to help you configure Astrick to reject unauthorised SIM cards. If you do that, then any unauthorized phones that attempt to register to your BTS will get rejected. Once this happens, they should go back to the preferred carrier provided there is good signal coverage.
