Camping on a carrier takes no resources at all, a camping ME just decodes the BCCH. The performance for voice calls can easily be calculated, the first carrier uses slot 0 for the BCCH, leaving 7 slots for phone calls, the second and third carrier usually offer 8 slots for phone calls, the fourth carrier usually transmits an additional BCCH on slot 0, like carrier 1. A single carrier system works like first carrier in my description. Be aware that a call to another ME in the same cell uses two slots. SDDCH performance only is an issue when many phones at the same time register, perform a location update or send/receive SMS.
