#410 No media hangup occurs with multiple channels

Opal will automatically disconnect a call if no media is received on a channel. However, it should not do this if the call contains other media channels that *do* have media flowing.

Use case: set up a working audio/video call. Then set up a second video channel but send no data. Calls will hangup even though primary audio/video is working
