There are a number of synchronization primitives used by the interpreter that can have a race condition in multithreaded applications as they are created/destroyed on a RexxStart call basis. These synchronization resources should be created/destroyed when the interpreter library is loaded and unloaded. This way, these are created only once per process and the race conditions are avoided.
