Yes, it does come from a plugin being missing. You need services.dll in the Pluging directory of the NSIS install. On SourceForge in the download area is: windows-build-tools version 1.0 It has the following file for download: nsis_plugins_unzip_in_plugin_directory.zip That file has the needed plugins if you can't find them on the system.
