On Windows many / most programs offer up the option to do an "all users" install or a "current user" install. Currently on Windows, the installer always does an "all users" install if possible. The installer should be improved to allow the user to pick which type of install she wants.

Along with that, considering the number of options the installer has in 4.1.0 and later, the installer should be enhanced to offer a "Default" and a "Custom" install option. When the user picks a default install, then all default options would be used and the the person installing would not need to make any more choices.
