Currently the DateTime class can produce a standard ISO formatted timestamp as output, but there is no corresponding method to turn an ISO timestamp into a DateTime object. The init method could be enhanced to include an ISO timestamp as a possible argument, or a new class method could be added to support this functionality (this is my preferred alternative, somthing like fromIsoTimestamp(tmstmp) for example).

DateTime has both fromISODate and fromUTCISODate methods for doing this. What more do you think is required?

The 4.1 version of DateTime has both fromIsoDate and fromUtcIsoDate to parse the different versions of the ISO timestamps.
