Removal of "arbitrary error behavior" is unacceptable

The decision to not have this an error was intentional, but the documentation update was missed. Changing this to a documentation category.

I am sure that Mike will object - so he argued on the Developer's list
(and I can see his point)

Am I correct when I observe that
    - the error condition for Prec>16 was removed in 4.0
    - the test suite has been changed accordingly
    - the change was not documented in rxMath.doc
    - the change was not listed in the CHANGES file
    - the development community accepts that change and the rxmath.doc should be corrected

All fixes are done by volunteers on a time-available basis, and frankly, compared to other things being worked on, this is a fairly trivial problem that's down toward the bottom of the to-do list. If you wish to move this along, then volunteering to assist with other tasks (such as writing test cases) will help free up time and potentially move this up the to-do. I can't speak for others, but for myself, nagging about fairly trivial problems like this does nothing but push it further down my personal to-do list.

    Intent was vlunteering, not nagging.
If someone sends me the source to be edited, I'll d it
