I have read the code in fixed.cpp and fixed.h. I found that it divided into 2 parts mainly, GPP, Intel Graphics Performance Primitives (GPP) are available and not available. What does it mean? What is GPP?

That link no longer works.
I have been scouring the internet for GPP, but it seems Intel removed it from their site when they sold the XScale to Marvel. I tried contacting Marvel, but get no response.
If anyone still has a copy of GPP4 or higher, I'll be happy to pay for a copy.
