#130 XML Tools: Choose the validation XSD path

When you use the XML Tools -> Validate now. It would be really nice to add an option to choose between:
- You want the XML validator to take the XSD_FILE_PATH directly from the xml root path (xsi:noNamespaceSchemaLocation). This is how it works at this moment.
- You want to choose the XSD_FILE_PATH from a local path and ignore the xml root path (xsi:noNamespaceSchemaLocation).

I mean, this is important cause sometimes you get a xml with its XSD schema attached. But the "XSD_FILE_PATH" in the xml root path (xsi:noNamespaceSchemaLocation) has a relative path that does not exist in your computer. At this moment, or you create the same path directory on your computer or you cannot validate the xml file. This is really annoying with long paths or just impossible with logical units that just do not exist.

It would be a great idea to add a 'check' option to force the XSD_FILE_PATH to a local folder you choose and ignore the xml root path (xsi:noNamespaceSchemaLocation).
