#128 Non-ASCII text highlighter plugin

I may or may not work for a financial institution whose customers send plain text files for certain money related matters. The mainframe that preprocesses these text files aborts without warning when it encounters a non-ascii character. Can someone create a plugin, or point me to a plugin, that will do two things?-
1. Highlight the offending non-ascii characters in the main window.
2. Notify if the file is encoded in any other format than plain ascii ansi text. (Maybe flash/red highlight the encoding section in the status bar at the bottom).

    1. You could do a search for non-ascii characters via REGEX, such as (grep) Regex to match non-ASCII characters?.
    2. By selecting "Encoding" in the main menu bar, you can check what encoding is the file in.
