#1 CPU usage on Windows

The Windos version of Nicotine+ has a problem with CPU
usage. Every time Nicotine+ loses connection to server
(I'm using WiFi, so my connection is sometimes
unstable), it starts using 100% of CPU and the only
thing that helps is to close and reopen it.

    New version (1.2.5.1), problem still there, this is shown,
    if Show debug info is enabled, it's repeated infinitely
    until the program is closed.
