A damaged (incomplete) PAR2 file can still be used to
repair in many cases. Nget should download incomplete
PAR2s for autopar if insufficient complete ones are
available. The existing behavior of not downloading
incomplete PAR2s can prevent repair in some cases where
(by using --no-autopar and -i) the broken PAR2s can be
downloaded and used manually to achieve a sucessful repair.

    nget already does get incomplete files (both par2 and/or
    data) if needed. If you've found some case where it
    doesn't, please set debug=2 in your ngetrc, then attach a
    log of the output of "nget -G <group> -DiTr <regex>" and of
    the actual nget retrieval run where it doesn't get them all.
