Let's say I have configured and running snmpd.
May I change its configuration without restart?
Does signal SIGHUP works?
Are there another methods except SIGHUP?
Are somebody going to design special application,
for example, snmpruncfg?

It's supposed to. Having said that, it's not great. HUP has always
been hard to peg down as saying when it works and when it doesn't.
The end result is that some of the config tokens have proper clean up
routines and some don't. So you'll have to see if it works for you or
not based on your config, otherwise you'll have to restart.
Note that 5.3 contains a bug that prevents HUP from working at all.
5.3.1 is going to start the release cycle today so it should be out
soon which will fix this bug.
