One thing that hasn't been mentioned yet, is that this also depends
on the two communicating implementations.   What the agent can handle,
and what the client side can handle.   You may very well find that the
limitations on the two ends might be different.

I believe that SNMPv3 includes an element of "size negotiation", so
that the two sides can agree on what the maximum mutually-acceptable
size of a PDU can be.
