#525 accelerator keys are intermittent

The accelerator keys don't always work. This has been a
problem that I've seen on several Linux distributions
and has been ongoing for many versions. An example migh
be using ctrl+g to search again. It will work sometimes
and at others it inserts <bel>. This gets particularly
annoying when you try to clean up the mess with Ctrl+Z
(undo) and it inserts another special character
instead. You can usually get the accelerators working
again by clicking on menu items.

v5.4 seemed to minimize the issue but it never went
away. v5.5 its back in a bad way. About 50% of the time
I get special characters instead of the function that
it should invoke.

This is so annoying in 5.5 that I will have to fall
back to 5.4 until there is a fix. But I would really
like to see the problem go away once and for all.
