#31 RegEx search bugs at end of buffer

I remember an email a while back about search bugs but
didn't see a bug listed so I'm adding it now.
All bugs show up with search wrapping turned on.

1. Create a new window WITHOUT a newline at end of last
line of buffer.
2. Search forward using regex search for $
3. Cursor will move to the end of every line except
last line. This eol is skipped.
4. Same actions, but search backwards, produces correct
results.

2. Search forward using regex search for ^
3. Cursor will move to the start of every line
including last line, but the search will not proceed
beyond this point.
4. Same actions, but search backwards, produces correct
results.

These are really two bugs, but they seem to be related.

    This seems to work OK on my HP-UX 10.20 workstation.
